Well I figured they wouldnt just release it to the U.K. so late but Europe as a whole. It would be one weird release schedule to release to Europe, then U.S. the U.K.

EA is publishing the game, not Pandemic. Regardless, EA is still an American company, they've never released a game in Europe before the US I think.
