The nature of the question is on somewhat shaky ground, since they all have different kinds of power. None really engaged in heavy combat on a regular basis. Saruman, perhaps, not at all.
I would have to tell you... Balrog Saruman Witch-King In that order. Both the Balrog and Saruman are maiar, the Witch-King is not. |

My Take,
Balrog, Maia of Fire corrupted by Morgoth Saurman, Maia of Aule's people Witch-king, Undead Wraith, former Numenorean, Granted not weak by any means and probably real close to Saurman.
