We all have known that The Lord of the Rings: Online was going to go free-to-play sometime this Fall; today, however, the date for the launch of the free-to-play version was announced as September 10th.
The free version allows you to play the game up to level 50 at no cost. Other options such as premium content, expansion packs, items, and more will be available for purchase.

I certainly hope to play, but between college applications and school I doubt it. Hopefully when the 2nd semester rolls around I'll have a lot more free time to play, because all I need to do from there on out is maintain a somewhat decent GPA. :P
