The creators of the Medieval 2: Total War (Kingdoms) modification ‘Third Age, Total War’ have released a special new years’ treat; version 1.4 of their mod. This version introduces several new units such as the Balrog, Aragorn and Faramir, features campaign map changes, unit balance tweaks, AI improvements and much much more. It looks nice but why would bree be considerd a large city?

It doesnt start as one, but it can grow to be one. Also I think it is mainly a gameplay decision as otherwise Eriador wouldn't have any settlements that could grow to be a city.
